On 6.12.24 I filed this complaint because of retaliation regarding my activities documenting the refusal of the City and its two subcontractors (Urban Alchemy and Bayview Hunter’s Point Foundation) to make the necessary investments to the so-called “safe parking site”, the Vehicle Triage Center (VTC), in order for it to be ADA compliant as well as address the wildly inhumane living conditions.

I have a very specific complaint re. ADA access, before I move on to the general conditions. It sums up in one incident how hard it is to be disabled here.
#1) PERSONAL ADA ACCESS ISSUE
You can HEAR the disdain on the tape I made. The Urban Alchemy staffer sarcastically tells me that he has heard others discuss how I use my health conditions as an excuse to keep my car nearby and openly admits to banging on the door of a disabled woman alone at 5 in the morning, demanding I come outside. My daughters were furious I risked my safety to go out and move the car at all. I should have waited until daylight or at least until other people were around.

I made on Dec 7, 2023 after being woke at 5 am by an Urban Alchemy employee I had never seen before nor had a name tag but identified himself as “Rob” banged heavily on my RV, yelling to move my “damn car”, which was parked next to my RV. It had been raining heavily the night before and I have mobility issues (on SSI for it since 2017 with MRIs proving my herniated discs and scoliosis of the hip). The layout for each row of RVs is that there is a double fence protecting the above-ground electric wires but not allowing passage thru to where my passenger car is parked. I would have to walk down and then back around to get to it. That night – with rain and heavy wind – I just couldn’t do it. I had never once before parked it next to the RV. Nonetheless I was berated by this staff member. I was so outraged by what he said about my health (that I always used it as an excuse to park my car there) that I got up and moved my car (in the dark) and went looking for him to confront him. The first tape is of their office, and I point my phone at the ironically posted ADA requirements printed on the strange Urban Alchemy letterhead. So they DO know about ADA.

the man admits he not only woke me up to move my car, he also says he did it to Kelly Hughs, who is in a wheelchair and has made a complaint to HUD over her treatment here. That is an active case. Her contact person is Amanda Candelaria (amanda.m.candelaria@hud.gov)
The third tape (below) is the next morning me telling the day shift supervisor that the issue with her not moving her car last night and being yelled at was not her being stubborn refusing to move her car but that she didn’t have the keys. I had earlier found out she had received repeated write-ups over parking her car next to RV so she can get into it with wheelchair needs addressed compassionately…instead she was made to park her car far away, like I was, which is why I first noticed her and began to advocate for her with staff.
It wasn’t until the 81-year-old man died in the RV directly in front of me, on March 4, 2024 (Carlos McKay daughter Karina #425-650-6745), that I began a protest about we ADA-protected people needing our cars parked near us. I refused to park in regular spot and put my car next to my RV (ironically painted with handicapped emblem plus has actual signs stating it’s for handicapped). I posted on the car the paper from my doctor plus an application for a DMV handicapped placard (which I now possess). After a couple weeks, there was a hole cut in fence so I could avoid walking all way around the double-fencing. This is the tape 3.7.24 where I end up crying, demanding I have the right to it. The people in tape were HSH program liaison Angelica Valera and DPW Engineer Erica, who designed the place. She, Erica, admits that they meant to come back and fix the accessibility problem at my spot.

#2) RETALIATION FOR ADVOCATING FOR ANOTHER DISABLED PERSON

I immediately tell her that Kelly Hughs can’t access it, in spite of an ADA consultant being onsite at about the same time the (new) community picnic area was being set-up, to which Ms. Valera (HSH) says that ADA doesn’t count out here because it’s not federal land. Within the hour, Ms. Candelaria was listening to this tape.

I am currently awaiting arbitration re. 30-day exile from the VTC. A “shelter hearing” was held 5.21.24.
Above is the entire set of film made surrounding it, especially of interest is how the Urban Alchemy staff holding the hearing wouldn’t let the shelter grievance advocate come in for approximately 39 minutes because they wanted me, a 63-year-old woman with mobility issues and overall weakness from cancer and my witness, a woman in a wheelchair, to go to the entrance of the VTC (about third of a mile away), go outside the gate, and have the hearing there. I refused because I felt I would not be allowed back in to my RV. I have repeatedly witnessed others at VTC be denied access and/or lose their possessions to Urban Alchemy.

Attached please find paper I wrote on 10/20/23 to unionize the RV dwellers of the VTC and started passing out.
I have collected 14 signatures so far, with 4 pending.
This morning I was called to the RV of one of my signature-collectors, where I found the MAIN witness to last night’s events (also a signature-collector).
We are actively engaged in “protected activities” around our trampled housing rights.
Urban Alchemy is paid millions of dollars to keep people out, to prevent us from not having visitors, yet apparently let’s in whomever it wants. Only one person was on staff.
We want a SFPD case number and our statements taken.
Both signature-collectors saw the police here last night aroúnd 2 am, 3 cars with lights off, then 2 more came, around or after 2 am, arresting one car load of people OUTSIDE the gate while inside was the second car abandoned, while the occupants jumped the fence and got away. One of their cell phones was dropped at fence.
These two vehicles followed the signature-collector IN at or around 2 am. They were allowed in. They were seen going (with guns) from RV to RV before police arrived. The signature collector was spoken to by one of the invaders.
As stated, they were caught leaving. There are video tapes here, at gate and inside, it needs to be viewed by the police.
I want to be visited by a patrol car, like any other home in San Francisco, with a statement taken of what I am writing; and an officer able to take the statements of my signature-collectors. EVERYONE out here we’re already fearful, even before last night’s invasion. I know this because of open statements while passing out (attached) papers.
There have been two recent fires, as well.
Last night, 911 was called by a deaf man, who lives out here but is not a signature-collector. I am especially concerned for his safety as he saw everything and reported it.
Please note I am fully aware (as it has been said in community meetings) that the police were previously not allowed in here by order of Director Louis Reed, but that policy has changed. So you FULLY understand why we need – and are entitled to – a tenants’ union.
NOTE: recent article about what I doing here (same reporter wrote 2 earlier pieces about the VTC).
For a personal reference, you could call retired SFPD Paul Swiatco (stationed at Bayview when I knew him in 1998). He will tell you how I am politically fearless and don’t quit. Even now at 63, widowed, facing advancing breast cancer, trapped out here now for 15 months at VTC, by liars I have meticulously documented. My full intent is to unionize the people and get housing rights, legally dismantling the interment camp that exists now.
On a positive note, one of my signature-collectors has just this week gotten a HUD investigator looking into the sheer degradation of this place, and the ADA violations, so you aren’t being asked to look at the bigger picture, just last night. I have people who saw it and I insist their statements be taken.
I am LIVID and fear for everyone’s life out here. An invasion of the site, by armed people, if ALLOWED by security, is a warning unlike any other.

The Vehicle Triage Center (VTC) has 35 units of active occupancy, for which the subcontractors get $233,000 a month to operate (plus $4,000,000 in capital improvement plan with new lease extension Jan 14, 2024). That’s $6,657 per unit per month.
This is human trafficking. No sex involved. Just big chunks of safe, easy, legal grants where the only requirement to keep in business is self-reporting by way of “guest” surveys.
For that amount of money set aside to care for us, we at the VTC ought to consider ourselves fortunate. Except it’s fake. There is no care. It’s a parking lot with no utilities surrounded by a chain link fence. Some porti-cans. Three storage containers. A rental trailer office. A gate shack. There’s been IN USE/ LIMITED HOURS a two-stall mobile shower that is only available if there is someone on duty to supervise your shower (!!!?!!!). That’s what Urban Alchemy (UA) provides as site operator.
The City has created an internment camp for RV dwellers.For gypsies. To live in a “house car” is criminalized at 10 pm til 6 am, sleeping or eating subjects you to a fine and up to 6 months in county jail. It’s been the law since April 1971.
We get 2 to 3 bottles of water and two inedible meal trays a day. Because there is no fire suppression out here (admitted in City’s own reports), we aren’t allowed to use our propane-powered kitchens. The original agreement I signed moving in said we had to disconnect our propane-powered appliances. In RVs that’s not only cooking, but also refrigerators too.
I have taken photos of almost all the food since I’ve been here. This page on my blog about the VTC leads to the sub-blogs. All are set up on free WordPress so they only allow so much storage and it’s a LOT of colour photos.
For example, there was a six-month period where at night we got the exact same meal, either with noodles or rice, but same flavour, same dark chicken meat, same vegetable. For six months. That’s when I began to call this a human zoo, because that’s how animals are fed, exact same thing day-in-and-day-out.

#5) CRUELTY TO SOMEONE ALREADY SICK WITH CANCER TO SAY YOU WILL HELP THEM OVER AND OVER, BUT DON’T ACTUALLY DO IT (also, it’s fraud since a fund was established to do this)
The so-called support services are provided by Bayview Hunter’s Point Foundation (BVHPF) consist of being given a series of visits to ones RV (home), unscheduled, unannounced, no notice, usually once a week and tell you a pack of lies that you have to calmly accept. That’s the rent to sit on this filthy poisonous ground.
When I first started documenting the operations of the Dept of Homelessness (Nov 18, 2020) I was trying to make sense of the constant “yes, we will help” while they actually don’t. Now after 41 months, I now understand I am being DAILY hurt, psychologically and physically by BVHPF being entrapped here. I don’t know how to get out. My RV needs six tires and about $2500 (maybe more) worth of repairs plus $250 smog + $1300 to DMV. I have kids, all are working class, none have savings, all have children, no one can afford everyone going in together, it’s a month’s rent. From them, as gifts, comes the minivan I drive (since the small SUV I arrived here in @ VTC was never repaired and finally broke down completely); change the oil; do repairs as needed (on minivan); solar panel set up and marine battery; endless bottles of propane smuggled in a black duffel bag; new heater; reports to Adult Protective Services; onsite visits demanding entry (my youngest daughter was denied entry due to refusing to remove her niqab); places to go shower and cook (since I can’t stand it here in my own home of a decade!). The list goes on. They help me but none can afford what it’s going to take to get the RV back on the road and able to go into an RV park. I came here for assistance. It was promised all along.
I’m going to prove it both in print and in film.
I assembled the emails from the case manager I was assigned from BVHPF. Kenneth Underwood. He and another one, Craig Martin, are assigned to get us to next place in our lives.
The man speaking in these first two films is Louis Reed, the camp Director from Urban Alchemy. He would, a year later, be made to leave 2.16.24 the same day HUD inspectors toured re. an ADA compliance issue.
He was a tyrant. We can prove it right here. Not my film but rather, a deaf man named Andrew who lives here filmed it. Lou Reed is yelling and mocking Andrew, who he knows is deaf, so he’s intimidating everyone in hearing range. Back to proving RV repairs were openly promised. The woman speaking is BVHPF Director Kisha Escudero. Later films I will show how this was promised over and over by BVHPF Kenny Underwood, who works for Ms. Escudero.
3.7.23 She and Urban Alchemy camp Director Lou Reed together, in a speech, tell us, as a group, at the public community meeting that the VTC is closing but there IS help for repairs is available. It’s @ minute 3.36. He also says in this tape that he doesn’t allow the police in. Also discussed how there’s no refrigerator at VTC and the meal trays get thrown out at midnight, indicating food is being kept at room temperature for 18 hours and still given to the people, some who already have compromised health issues.
Below tape is about half an hour later. They have followed me to my RV and are pressuring me to work with the non profit ECS for a new assessment. @ 45 seconds Ms. Escudero indicts to ECS Problem Solving worker I don’t want to work with (due to being lied to for 20 months on street) and says “They have money to fix your RV”. Then again, pressures me @ 1.32 saying “They have money to fix your RV and get it running and get you to the next place.”
Below, same visit, I am having to beg her for help with repairs to stay in my RV. Am distraught at the idea of leaving it because I am in mourning for my husband, who died at the beginning of COVID-19 pandemic. At start of tape, she tells me I can store my RV and take my things to my “new place” (meaning a room in an SRO). She also seems shocked at how inexpensive RV parks are in Clearlake. That indicates they know nothing about how to actually help us move on.
@ 1.01 minute she asks me where my faith is. That’s completely illegal. What if I answered in Allah, in Buddha, in a tree, or in no One. This alone should alert.

5.22.23 @ minute 1.43 BVHPF case manager Of Kenny Underwood says “What options are you referring to?” when I press him on how they know I am on hospice, when do I get RV repairs so I can leave?
Same day follow up with my original paperwork and at the end I ask AGAIN about repairs when he uses the word “housing plan”. At minute 4.30 I clarify that means RV repairs for me and I mention the word “impound” being in both notices from BVHPF and Urban Alchemy and out the VTC closing shortly.
Same meeting next tape he says at very beginning, when I say I am very ill, he says “I understand, that’s why I want to make this happen … fast.” He has me sign the housing plan, but says he will date it.

He wouldn’t return until 1.19.24 for three visits. I’m overjoyed the RV runs, but it continues to not start. Plans seems to be moving forward.
Last time I saw the mechanic was 3.8.24
and he did a major job (replacing the rear leaf springs, which had been damaged in the tow here on 8.2.9.22 by Atlas Tow).
@ minute 1.30 I ask the mechanic how he got paid by BVHPF and turns out he has to save up, but the parts, take delivery, and then wait more than 30 days to be paid.
When he left, our understanding was he would return with (at least) three tires, a power steering pump, and we would resume work on starting problem, lack of brake lights, blinker switch, and replace the broken gas filler pipe.

3.12.24 BVHPF Kenny Underwood stops by, wakes me from a nap (that’s why I sound so disagreeable), and tells me he doesn’t know when Jarred is returning. Yet he wants to know how things are going with “Family Reunification”.

In between the assessment in June 2023 and work in January 2024, the so-called “weatherization crew” did immense damage to my RV and it leaks much worse. For example, they stripped all the silicon off my windows, replacing it with a thin housing caulk, and now when it rains, all my windows leak. Every skylight drips rain. There were unnecessary holes drilled into the side of my RV causing the siding to buckle. They arrived in a truck with sign: Gig Junk Removal. They were hired by BVHPF who merely brushed of my complaints (and everyone else’s).
#6) SOCIAL ISOLATION
We aren’t allowed to have visitors. Ever. My son is my caregiver and he has to leave his car at the gate and walk in. It’s a long way from the gate to my RV carrying supplies. It is demeaning.
5.22.23 They wouldn’t even let AAA come in to fix a flat tire and made the janitor do it when he “had time”, which made me so angry I went back up to office and confronted them about when do I get to leave here.
#7) They never had any intention to repair or register my RV.
The basic abuse of the VTC is that on the streets our vehicle homes, all broke down and unregistered, will be impounded if we leave. For 20 months on street, after my husband’s death at the beginning of the COVID-19 pandemic and my discovery of breast cancer, I struggled to get help repairing a significant set of repairs on my RV, home since 2012. The Dept of Homelessness funnels money into its largest non-profit org. sub-contractor: Episcopal Community Services (ECS). Among other things, they operate “Adult Coordinated Entry” which is a federal requirement of data given by the homeless person. They are the ones that entered all the lies in the second assessment 11.8.23.
Here is the first tape I made of the 4.15.21 where ECS Problem Solver Regina Abajodos lied to me that I would be helped. She used action verbs. For the entire scope of the tapes I made of them lying to me, as well as copious paperwork (bound and self-published on May, title: “No Services, No Peace”), they did nothing but spin me on and make me chase paper instead of getting breast cancer treatment June 23, 2021. In fact, the day before this tape was made, I had been informed by my oncologist that I had a malignant tumor in my right breast.
Her exact words @ minute 8.10 “Sounds like you definitely have a solid plan once you get up and running so just to clarify, do you still need the pass for the campground you’re speaking of where you can stay 21 days…” Then a discussion of my plan to utilize the expanded version of Thousand Trails, which would give me a place to live in my RV which I could afford on my SSI budget. Water and electric hook ups. Bathrooms. Hot showers. Laundry facilities. Gated RV resort environment with security that rides around checking on you in golf carts. There are seven in the area to rotate between. We discuss paying the DMV for the vehicles to be put from my late husband’s name into mine.
@ minute 12.58 she says “I understand. You’re making the effort to keep your RV.”
@ minute 19.50” How can we get someone out to you to do repairs?”

Fast forward to 5.14.24 through three (3) years of lies to what happened I got so angry at Kenny Underwood giving me a paper (on BVHPF letterhead) from the same ECS Problem Solver who came here on Aug 30, 2022 and dealt a fraudulent invoice awarding an extra $349 for a battery I didnt get, all with the same ambient gaslighting, it blew my mind, I had a massive pain in my left kidney. I describe it in the official grievance firing everyone.

Today I was visited twice by the BVHPF case managers. I have repeatedly asked for the past week that I not have contact with them because it’s been a non stop lie about my RV getting fixed. I am 63, disabled on SSI, and have terminal cancer. I finally filed grievances last Monday over the conditions out here.

First visit today, about 10.15 am, I was asked by Kenny Underwood, my former case manager, to come to office or get on a video meeting to talk to ECS Problem Solvers about my “options for repairing the RV”. I told him I was on a zoom call with my daughter but he persisted and finally I agreed to the video call and he left. He knew I was filming him as there is a sign right under window and I verbally told him I was filming because I feel unsafe.
Because there is no WIFI out here I could not download the app for the Microsoft meeting. I emailed and said this, offering to meet on Zoom. No reply.

An hour later same ex case manager returns with a piece of paper and wr’int come to window and give it to me as I have the phone up turning on the video. I lay down the phone and he approaches. He tells me the offer from ECS is for me to have family reunification which is something that HSH calls a bus ticket back to friends or family.
He hands me a paper on BVHPF letterhead, a non profit I have taped and have dozens emails from saying repairs will be done. On this paper ECS is making a list of what I must produce in order for them to evaluate. Updated DMV estimate, insurance, my driver’s license, make my 6 tickets go away with the waiver program at SFMTA, and give them the info on the friend I am “reunifying with” (yes, I can only get this assistance if I leave San Francisco). But no repairs. I specifically ask. You can hear me say it on the tape I made.
Kenny Underwood ex case manager from BVHPF fired for a week, complained about to hshgrievance@sfgov.org as well as Adult Protective Services (twice now) he asks me, “what repairs, Mrs. Mayon?
I list them calmly and he says “Basically, essentially, if you get all these repairs, the you will focus on family reunification”. Like somehow I had gotten distracted from a goal. I have never shut up about leaving here. He is gaslighting me every bit of these conversations.
I then start to say I want my neighbor’s mechanic Matt and on the tape you can hear me go silent for a long pause. It’s because I was gripped with a contraction like pain on my left side. I could understand where it was coming from, nor could I talk while it happened.
I finish the conversation. Repeating how the DMV process, really advocating for my case plan to be fulfilled. Their mechanic, Jarred Logan, worked March 8 and was supposed to return to fix starting problem, to bring a new power steering pump, and tires. He never did and no one every updated me. I just get spun on and told to wait. I don’t want to talk to him anymore. It’s been 21 months. This is cruelty.
After he left and I started uploading the tape just made, the pain got worse until I was in bed, curled in a fetal position. My daughter happened to video call me and saw I was sweating but actually felt cold and clammy. When I told her about that and the pain, she called an ambulance. This was at 2pm
When the ambulance arrived, Kenny and Craig the two BVHPF case managers who I fired last week, and who have returned over and over since, against my will, rush out the office, as does Otis. All are concerned but I want to be left to the care of the EMTs who are just getting out their stuff and heading over. My daughter is on video call. I repeatedly tell the BVHPF and Urban Alchemy staff to leave. My daughter tells them to “get out of my mother’s space immediately”. Finally a fireman asks them to leave and they do.
EKG showed no signs of a heart attack so I didn’t go to hospital.
Two days ago, I had a similar thing happen about an hour after a visit from Kenny. Same thing, talking to me at window, when I have asked him to be removed from my case entirely.
I believe what happened to me then and today was due to anxiety over my return to the streets this week or next, half repaired and unregistered, and my anger over not being able to keep these two non profit org case managers from approaching me.
I live here. They come to work from 7 am to 3.30 pm and I can’t escape their sudden service calls that are only for them to do busy work and not actually produce anything. They come to me at their desire. Clipboard satisfaction, I call it. When day shift leaves, and night shift starts, my day feels better, I can relax.
At 5pm – still in pain from my left side – I received my 4th write up. I am not going to stop filming these people I feel are domestically abusing me and lying to me and have us living like animals in a zoo.

I have dozens of emails and tapes already submitted to court (May 29 hearing) showing 20 months of ECS promising repairs when I was on Ocean Beach. That is a book on my Amazon bookshop called No Services No Peace. I have said all this before. I have been lied to 41 months. ECS for 20 months and BVHPF for 21 months. I am done. Kelly Hughs is done. We have hired mechanic Matt and will go to the churches one by one to get funds to pay him. We will start a GoFundMe and hold bake sales. We will get this done ourselves.
My children getting copies of these emails, so is the HUD investigator, an interested journalist, the Adult Protective Services worker from 2021, and the deputy City Attorney who is assigned the tenant union case.
At tomorrow’s hearing, and again at arbitration, I will argue I have a 1st amendment right to film what is happening to me. I have a right to film how laws and housing codes and ADA laws are being ignored at the VTC.
If a family member did this to me, they would be arrested. But because it’s the City’s non profit silos of grants and pilot programs, they can keep doing whatever they want to me, to Kelly, to Andrew, to Enrique, to Mike, to Olda, to Paul, to Rob, to Curtis, to Wes, and especially to the late Carlos McKay who died of a heart attack out here. To all the ones who were abused out here and just left.

(i) 1.**.23 This is my first sighting of the Reporter who would go on to write over 40 stories about the Dept of Homelessness. He is literally carrying a camera bag. You can tell by my reaction, I am livid because I have to fight tooth and nail to get my son in to help me lift a 5 gal. water jug.
Second tape is of the Reporter leaving and it’s an Urban Alchemy man I am talking to got fired within days. He took up for our privacy in a staff meeting.
